A genuine used Honda Marine cooling-water relief valve for BF115A and BF130A four-stroke outboards.

Although often grouped with lubrication components, this part is a cooling-system pressure-relief or bypass valve rather than an engine-oil-pressure valve. It works with spring 19292-ZW5-000 to regulate water flow and pressure through the engine cooling passages.
